Local Quorum resource type

You use the Local Quorum resource type to manage the system disk on the local node as the quorum resource. The Local Quorum resource cannot fail over to another node. If you create a new cluster on a node that is not connected to a cluster disk , the New Server Cluster Wizard will, by default, create a single-node cluster using the Local Quorum resource .

One scenario where a single-node cluster can be useful is in the development and testing of cluster-aware applications or custom resource types. For more information on how to create a cluster-aware application or custom resource type, see the Microsoft Platform Software Development Kit (SDK).

You can migrate an existing multinode cluster to a single-node cluster by creating a Local Quorum resource on one node, evicting all other nodes, and using the Local Quorum resource as the quorum resource. This can be useful if you need to troubleshoot cluster problems, for example on the cluster disk.
