If you want to start using Azure Quantum, but you don't have an Azure account, what should you do?
You can use the Azure Quantum website or install the Azure Quantum Development Kit (Modern QDK) extension for Visual Studio Code without an Azure account. You can also create an Azure account and benefit from the free Azure Quantum Credits.
You need to create an Azure account and have a valid subscription in order to start using Azure Quantum.
If you don't have an account, you can still use the notebooks in Azure portal to run your programs.
Although anyone can install it, select which of these users would be best suited to install the Modern QDK extension.
