Whether background data usage is allowed.
This member is deprecated. As of VERSION_CODES#ICE_CREAM_SANDWICH, availability of background data depends on several combined factors. When background data is unavailable, ConnectivityManager#getActiveNetworkInfo() will now appear disconnected.
