NavBar.onbeforeopen event

[NavBar is no longer available for use as of Windows Library for JavaScript (WinJS) 4.2. Instead, use SplitViewCommand. ]

Occurs immediately before the NavBar is opened.

This replaces the onbeforeshow event, which has been removed.
