証明書認証を追加します。
証明書認証では、クライアント証明書を検証し、証明書が に解決されるイベントを発生させる認証ハンドラーを ClaimsPrincipal使用します。 証明書認証の詳細については、こちらをご覧 https://tools.ietf.org/html/rfc5246#section-7.4.4 ください。
