This method controls if the touches of a content subview should be cancelled, which would allow dragging to start.

This method is called by the UIScrollView after the application user touches the screen but before tracking begins. If not overridden, returns true
if the view
is a subtype of UIControl, otherwise, it returns false
. This method is not called at all if CanCancelContentTouches returns false
.
