패키지가 소유한 설정을 등록합니다. 등록된 모든 설정은 SVsSettingsPersistenceManager를 통해 유지해야 합니다. SVsSettingsPersistenceManager를 사용하여 유지되지만 등록되지 않은 설정은 기본적으로 비공개입니다.
