Create ArcSetting for HCI cluster.

Description

Create ArcSetting for HCI cluster.

Example 1:

New-AzStackHciArcSetting -ResourceGroupName "test-rg" -ClusterName "myCluster"

This command creates arcSetting for a HCI cluster. The only arcSetting name allowed is "default" and that is provided by default.
