Determines whether a VisualBasicSettings instance can be converted into an instance of the specified type.
This API supports the product infrastructure and is not intended to be used directly from your code.

This method returns false
if the destinationType
is a String; otherwise, the determination is made by calling the base class method CanConvertTo.
