Returns the emergency service categories of the emergency number.
Note: if the emergency number is in #EMERGENCY_SERVICE_CATEGORY_UNSPECIFIED, only #EMERGENCY_SERVICE_CATEGORY_UNSPECIFIED is returned and it means the number is in all categories.
