WINDOWS HELLO setting defaults question

In 24H2 26100, when setting up WINDOWS HELLO, if Facial recognition is set up before setting up the PIN, then when logging out with WIN+L, the system defaults to facial recognition for login.

On the contrary, if the PIN is set up first, followed by Facial recognition, then when logging out with WIN+L, the system defaults to entering the PIN for login.

However, the phenomenon in 23H2,  as long as facial recognition is set up, after logging out, it defaults to facial recognition whatever sets up the PIN.

I wonder know that it is a issue or not in 23H2? Thanks!
