Step1: https://developer.microsoft.com/en-us/microsoft-store/register/ click signup button
Step2: input my id and password, login succussed , then jump to https://partner.microsoft.com/en-us/dashboard/account/v3/myaccess
Step3: then click "programs" in the left side, jump to https://partner.microsoft.com/en-us/dashboard/account/v3/settings/programs
Step4: click "Get Started" hyperlink of Windows. open window and jump to https://partner.microsoft.com/en-us/dashboard/apps/signup
Step5: click "sign up now" button , jump to https://partner.microsoft.com/en-us/dashboard/registration/AccountInfo
Step6: fill all information , click "next" button , system return the below error .

Yes , I tried chrome version 107 & Edge version 108, return the same error.
