Please kindly note that logging is available only on connections for which Windows Firewall is turned on. This applies if you configure per-connection settings because no information is written to the log file for connections that are not protected with Windows Firewall.
Outgoing traffic that successfully reaches its destination is not logged. In addition, outbound traffic that is not blocked is not logged.
And you could try to use command prompt to enable the Windows Firewall log.
Type the following command in the command prompt and press Enter:
netsh firewall set logging droppedpackets = enable connections = enable

I can see relevant Log file but it is with 0 size. Any advice?
You need to configure the log, then restart the Windows firewall service (easier to restart the server).
