Exercise - Build a basic Dataverse data model - New Table Option Not Shown

I am trying to follow the exercise build a basic Dataverse data model, step 3 is 'Select + New table' but the option I have is 'Create a database'

I've tried clicking this a couple times but it just spins around for a while and doesn't do anything. Should I be creating a database first or am I in the wrong place?

    Try refreshing the page, clearing your cache and browsing history, using a different browser, or checking your permissions to ensure you have the right access to create a database. If the issue persists, you may need to contact your admin.

    We tested it from our end, and everything is working fine. Kindly refer to the screenshot below.
