Developer Subscription: Unable to use phone issue

I am attempting to subscribe to an Developer tenant (https://developer.microsoft.com/), but when I am prompted to enter my phone number to get an SMS text, it gives me this error:

"We're unable to send the code to that number. Please provide a valid cell phone number and try again. MS-CorrelationId: 24293d63-b93d-44c1-b2c1-83978132fb5d"

The phone number is valid and works just fine with other products and services that require SMS/MFA texts.

What is the issue?

    Unfortunately that still didn't work for me. This is ridiculous.

    Pressing ENTER after country code selection leads to opening drop-down menu with countries/codes.

    So I read some posts where you need to press enter when selecting the country code and such, and I found a way it worked for me too (I've been trying the last days without result).
    This is completely feely-crafty so can't guarantee it works for you too, but it's worth trying:

    When the window popped up where I need to choose country code and input my number, I interacted with it exclusively with the keyboard.

    1. I tabbed to country code list, pressed arrow keys to go to my country (pressing enter here will just open the whole list with countries, so I just chose my country with up/down arrow keys).
    2. Tabbed to next field and wrote my phone number (for my country, mobile numbers start with 0 if you call them from inside the country, but from outside you omit the 0 and use the +XX code instead, so I wrote the part after the 0 - for example the number 0569 123 456 must be written as 569 123 456).
    3. Tabbed to next field (was the submit button) and pressed spacebar to activate it. To my surprise it sent the code without any errors.
    4. After receiving the code I tabbed to the relevant field, wrote the code, tabbed to submit button and pressed spacebar to activate it.

    So I finally could finish my registration. Hopefully it works for you too.

    We can't continue with the signup process for the following reasons:

    Your phone number did not pass security checks.
    Your phone cannot receive an SMS code.
    MS-CorrelationID: 32eed0a0-da34-45ab-a2be-027514ebf039
