why is that.? my cost of parallelism is default 5

I see now, I was confused by the yellow marker in the screen shot. Can you post the plan as XML or here: https://www.brentozar.com/pastetheplan/ ? A screenshot doesn't tell us much.
Please don't post screenshots when I ask for XML or pastetheplan. So much potential info gets lost.
The decision on serial or parallell is based on the serial plan, not the parallell plan. I have a feeling that you posted the parallel plan. If you force a serial plan, you can see what the subtree cost is for that.
so if the optimizer can search for a plan that cost 2.41835, why it still generate a parallel plan ?

Yes, and I explained a possible reason why you see what you see, in my last post. Make sure you go to page two, and you will see that post. IF you have direct questions to that post, feel free to answer that post. But make sure you run the query with a forced serial plan first and include the XML for that plan (and not just a screen-shot).
