Windows 11 will not sysprep do to onedrive

In spite of removing Microsoft.OneDriveSync, the sysprep errors continued

    I am having the exact same issue. I have tried the various workarounds and have even tried uninstalling OneDrive and I still get the error:

    SYSPRP Package Microsoft.OneDriveSync_21220.1024.5.0_neutral__8wekyb3d8bbwe was installed for a user, but not provisioned for all users.

    The environment: Azure VM 4 VCPUs 16GiB RAM 128GB HDD/SSD

    I need to create this Win 11 VM template so I can stand up quite a few VMs and doing it via a template would certainly be a lot easier than having to do it all by hand.
