Pushing lock screen background to user machines from Intune

Hi everyone, I am trying to push an image to all Azure joined PCs from Intune. I have the policy set, but keep getting errors. The path is correct C:\folder\image.jpg. I used the Settings Catalog in the configuration profiles when I created it. These are all Windows 10 systems. I get an error of 65000. But nothing in the event log shows where this particular one is failing. Has anyone else had any luck doing this? I also tried Administrative Templates route and it didn't work at all. Thanks!

    @AdamLowe-7183 Thanks for posting in our Q&A.

    For this issue, I have done the test in my lab. Here are some screen shots I can share with you.

    1. I configured the local picture URL in the setting "Locked screen picture URL (Desktop only)" and deployed it to my device group.
      Note: https source is not entirely necessary or required, and can be a local source too if configured like so: file:///C:/picture/lockscreenpicture.jpg

    2.Wait for some time and I can see the profile shows success status in intune portal.

    1. I restart the device and it shows the target picture in lock screen.
