Why am I not eligible for free azure? I register in azure, specify the card and phone number, and they write to me that I do not have the right to a free account. Why?

Bing custom search intranet
Dumb question probably b/c I think I know the answer. would it be possible to use Bing Custom Search for an intranet site? Or would we have to go down the Cognitive search route? If so, do you have any recommendations on crawlers (paid or open source)?
