If there is an open <span>
element, the ConditionalRenderClosingSpanElement method renders a closing </span>
element and cancels the current cascading style sheet class name if the following conditions are met:
The Device does not require suppression of cascading style sheet styles.
The CssLocation property represents a physical file.
This method is primarily used by the .NET Framework internally.
