Moves a CubeAttribute in the collection from the current position to a new one. |

Moves a CubeAttribute, with the specified AttributeID, to a new position in the collection. |

Exceptions
- The specified CubeAttribute does not exist the collection.
- The specified toIndex is not a valid value (less than zero or bigger then the total number of elements).
