CreateCache(String, IStreamQueueCheckpointer<String>, ILoggerFactory)	EventHubQueueCache を作成する関数。既定では、CreateBufferPool 関数と AddCachePressureMonitors 関数の構成を使用して EventHubQueueCache を構成します。
