解説

戻り値は、 value の基になる型の IConvertible.ToDateTime メソッドを呼び出した結果得られる値です。

provider を使用すると、value の内容について、カルチャに固有の変換情報を指定できます。たとえば、value が日付を表す String の場合、 provider により、その日付の表記に関するカルチャに固有の情報が指定されることがあります。

基本型では provider は無視されますが、value が IConvertible インターフェイスを実装するユーザー定義型である場合は有効となります。
