Returns the normalized form of a specified PackagePart URI.

Returns
The normalized form of the given partUri.
Exceptions
partUri is null.
partUri does not have a valid Uri syntax.
Remarks
GetNormalizedPartUri normalizes partUri by case-folding to uppercase (String.ToUpperInvariant) and returning the result.
