Win10 Hotspot options greyed out, can't change

I want to go online on my desktop using a hotspot from my android phone. The wifi hotspot settings are greyed out and won't allow me to change them. On my phone side, my desktop is detected just fine.

    I tried turning off tethering and ran both tests. Not much of a difference - I am 'Connected, secured' and the hotspot is still on, but browser pages still won't load, and Steam won't connect. I tried both Edge and Firefox.

    Let's get this straight: first you tell me to use only 'one or the other' tethering usb or wifi (on the phone), then you direct me to a page where two out of the three solutions involve activating both tethering options at the same time? The third solution (the first option listed) won't work at all because on my phone, activating the hotspot activates the specific wifi network at the same time. On my desktop, the 'tethering' only option will not connect to the wifi at all - but for some reason the hotspot is still active even if I have to activate it manually.

    No, sir. Use only one method at a time. I've no idea your hardware / phone plan details so all options may not be available.
