Developer Subscription: Unable to use phone issue

I am attempting to subscribe to an Developer tenant (https://developer.microsoft.com/), but when I am prompted to enter my phone number to get an SMS text, it gives me this error:

"We're unable to send the code to that number. Please provide a valid cell phone number and try again. MS-CorrelationId: 24293d63-b93d-44c1-b2c1-83978132fb5d"

The phone number is valid and works just fine with other products and services that require SMS/MFA texts.

What is the issue?

    Experiencing same issue with a US number with and without including country code. Full error message is

    You need to raise a support ticket with Microsoft:
    Go to: https://visualstudio.microsoft.com/subscriptions/support/ > Select "Account, Subscription & Billing Support", Choose Country and select options from "Assisted Support"

    Usually, it takes 1-2 days to get the issue resolved.
