Publish SharePoint 2013 workflow fails - Load balancer not provisioned

I tried to publish a SharePoint 2013 workflow from SharePoint designer 2013 and it fails because the Load balancer is not provisioned. It is a SharePoint 2016 farm. Would you have any recommendations to resolve?
